São Paulo concentrates banks, B3, the offices of large consumer companies, and the funds that invest in the rest of the country. Avenida Paulista, in the photograph, is the historic business avenue. Faria Lima and the neighbouring office districts are where more of the asset-management industry actually sits. The point is which street the funds use.

If a product needs a Brazilian enterprise customer or a regulated financial partner, this city is the sales territory. If it needs a laboratory, look also at public research campuses in the state, including Campinas, which is not São Paulo.

Cost and scale

Employment cost, tax compliance, and the time lost to distance inside the metropolitan area are the constraints that show up before any conversation about venture branding. A company can be formed under the 2021 startup law and still spend its second year inside a state tax assessment.

The domestic market’s size is the reason to accept that cost. It is not a reason to describe the city as frictionless. Portuguese-language distribution into other Brazilian states is the actual scale-up, and it is an operations problem.
