Role

Shenzhen is a special economic zone built against the border with Hong Kong. The startup fact that survives the legend is physical: electronics markets, contract manufacturers, and component brokers within a short trip, with Dongguan and the rest of the delta beyond them. A hardware team can iterate here in a way a software team does not need and a Beijing research team cannot match.

Qianhai is a cooperation zone with its own policies, often discussed alongside Hong Kong. It is a zone inside a zone. Read the current rule before using it as a holding-company story.

The limit

The same supplier base that makes a prototype fast can lock a company into a component whose export is controlled once the customer is foreign. Hardware scale and sanctions or export-control exposure are now part of the same note.

The city is not China’s software capital by default. Many large internet firms grew up elsewhere. Come here for the object, not for a generic ‘tech scene’.

A city can hire. It cannot invent a different companies act, a different sanctions regime, or a different exchange control.
