ADGM and the state balance sheet

Role

Abu Dhabi is the federal capital and the emirate whose balance sheet underwrites a large share of the country’s long projects. ADGM is its financial free zone, with its own companies regime and courts, on Al Maryah island. The towers along the water in the photograph are a different address. A company ‘in Abu Dhabi’ may be ADGM, a mainland vehicle, or a state-linked joint structure. The three do not share a rulebook.

Sovereign and state-linked investors are more present in the city’s technology conversation than a crowd of small private funds. Their process is a relationship with a public institution. It is slower and more specific than a seed round, and it is not available to every sector that would like the association.

The limit

Compute, energy, and life-sciences initiatives follow the state’s priorities and its land. They are not a general startup policy for consumer software. A founder who needs that policy is probably in the wrong emirate, and possibly in the wrong country.

As with Dubai, nothing here replaces a licence in the market where the revenue is earned. ADGM solves a shareholder and regulatory question inside its perimeter. Read the perimeter.
