Cebu is the Visayas’ main jobs market. Cebu City, Mandaue and Lapu-Lapu are separate cities with separate housing.
What people call Cebu is usually Metro Cebu: Cebu City on the island of Cebu, Mandaue between the port and the bridges, and Lapu-Lapu on Mactan, where the airport is. The Cebu–Cordova Link Expressway crosses the water. It does not merge the three cities into one neighbourhood.
IT parks, the port, manufacturing and a real tourism economy all employ people here. They do not employ them on the same island edge. A beach on Mactan is a hospitality market. An office in Cebu IT Park is not.

A second metro, with its own employers and its own coast.
Cebu is the main services and logistics centre outside Metro Manila. Business-process and IT-BPM campuses, the port, manufacturing in Mactan and Mandaue, and a visitor economy tied to Mactan and the wider Visayas all sit in one metropolitan sentence. They support different streets.
Cebu Business Park and Cebu IT Park are the office addresses local firms and shared-service employers actually use. A national write-up of the BPO industry does not say whether those campuses are adding seats this year.
Condominiums have clustered near the two parks and along a handful of corridors in Cebu City. Landed houses and mid-rise buildings still house most families. Mactan adds resort and residential stock aimed at a different occupier, closer to the airport than to the parks.
A tower sold as Cebu can be a long, bridged commute from the office that was used to justify it. Completion and a functioning association matter as much as they do in Manila, and the secondary market is thinner.
Cebu IT Park and Cebu Business Park, both in Cebu City, are the employment cores for professional and shared-service work. Lahug, Banilad and Talamban are residential areas that feed them. Colon and the older downtown are a different city, nearer the port.
Mandaue is industrial and residential between Cebu City and the bridges. Lapu-Lapu and the rest of Mactan hold the airport, the export estates and the beach strip. Cordova is the far end of the newer bridge. A weekend on the Mactan coast does not describe a working day in Lahug.
The airport is on Mactan. The port is in Cebu City. Two bridges now cross toward Mactan: the older bridge via Mandaue, and the CCLEX toward Cordova. Congestion on the older bridge is a daily constraint. The newer bridge changes some trips and leaves others untouched.
There is no metro rail. Jeeps, buses and cars do the work. Flooding is local, especially on low coastal ground. The lot’s own flood history is the check. Towers in a photograph can sit on higher ground.
Demand near the parks comes from BPO shifts, young professionals and some corporate transferees. It is a real rental market and a local one. Mactan’s visitor accommodation is a hospitality business, with seasons, flight schedules and house rules. The two occupancies are not interchangeable.
Tenancies and deposits are negotiated locally.
Living here, rather than in Manila, means a smaller metro and a coast that is part of the week. Schools, private hospitals and the airport are the practical tests. Traffic at the bridges can erase the smaller-city advantage on the days it matters.
Heat, typhoons and interrupted water are ordinary climate, not a surprise. The visitor coast and the office districts do not share an evening.
English in the workplace, a deep bench of BPO experience, the port, and factory estates on Mactan are why firms are here. Local ownership and family firms still shape a large part of business life. A campus lease and a condominium purchase are separate decisions.
City halls differ. Cebu City, Mandaue and Lapu-Lapu do not issue one another’s permits.
Cebu uses the same national ceiling as Manila. The local difference is the building: a tower by the parks and a resort-branded block on Mactan do not share a foreign-share ledger or a use. Each building’s ledger is its own.
Resort-branded units and hotel-managed stock on Mactan are often a hospitality contract written in residential language. Read the use, the manager and the exit before treating it as a home.
Buying Mactan because Cebu IT Park is busy, or the reverse. Bridge dependence. Thinner resale than Makati or BGC. Typhoon and flood exposure on low ground. Association quality in buildings that were sold faster than they were occupied.
Tourism can slow without the office market slowing, and the office market can pause hiring without the beaches emptying. The two should be read apart.
