The public programme
MeitY implements an IndiaAI Mission through IndiaAI, an independent division of the Digital India Corporation. The mission’s own description is about compute, datasets, skills, and application challenges, including work with public services. That is an industrial policy. It is not a count of companies, and this page does not repeat programme targets or prize money from challenge notices.
A startup that fine-tunes a model for an Indian language or a government form is doing a different thing from a lab training a foundation model. Both can be serious. Calling both ‘AI companies’ without saying which one is how a brief becomes a slogan.
The work that is actually hired
The deep pool in Indian cities is people who can apply models, label data, integrate an API, and sell the result to an enterprise that already had an IT budget. That pool overlaps the services industry. It is valuable. It is not the same as a research group with the capital and the power budget to train large models.
Bengaluru and Hyderabad hold more of the applied engineering. Delhi is where a public-sector pilot is sold. A pilot is not a procurement. Data rules, including what a company may send to a foreign model API, belong in the same note as the demo.
Other sectors
SaaS
Software sold on a contract, often to a buyer outside India. The labour is local. The revenue currency often is not.
Fintech
Most of what is called fintech in India sits on public payment rails and on someone else’s balance sheet.
Deep tech
A longer recognition window is an administrative fact. A laboratory company is still a slow company.
Consumer technology
A national install base is not a national habit of paying. Language, price, and logistics decide which India is the customer.
Manufacturing
Factories are a state subject in practice. A production-linked incentive is a contract about incremental sales, not a startup category.
Health tech
A wellness app, a hospital workflow tool, and a medical device are three regulatory objects.
Climate tech
Electrons, materials, and carbon claims are not the same business. The grid is state-regulated.
Startup finance
The cheque has a licence, a border and a vehicle. The word ‘capital’ does not settle which of the three it is.
Talent
India’s advantage is a large technical workforce that works in English. Senior people who have shipped a product are a smaller group.
Domestic market scale
Scale inside India is real and uneven. A single national market size is a modelling choice, not a customer.
