Emerging centres

A smaller Indian city becomes interesting to a company for a reason that can be checked: a factory estate, a public research lab, a port, a college that actually supplies the role, or a state notification with a budget. It does not become interesting because a newsletter added it to a list of emerging hubs. This note names functions. The order is not performance.

The missing pieces are usually the same. Senior product people, a customer who can pay a national contract, and a fund manager who will do more than one visit still sit in the six cities already briefed. A company can build in a smaller city and sell from a larger one. That split should be explicit.

Ahmedabad and the wider Gujarati industrial economy are a trading and manufacturing base. GIFT City, under IFSCA, is the international financial centre the India page already describes. It is in Gujarat and it is not ‘Ahmedabad’s startup scene’. Fund management there does not mean the operating company should leave the city where its customers are.

Coimbatore is an engineering city, pumps and textiles and small industry, with a business culture that long predates software. It is a place to look for a manufacturing supplier. It is a weak place to pretend you will hire a full SaaS go-to-market team.

Kerala’s public IT parks, including Technopark in Thiruvananthapuram, are a real state project. Kochi adds a port and a commercial city. The local paying market is smaller than Tamil Nadu’s or Karnataka’s, and the diaspora is part of how people and money move. That is a specific structure, not a miniature Bengaluru.

Visakhapatnam has a port and a public-sector and industrial history in Andhra Pradesh. A new campus announced there is a delivery question, the same question the property briefs ask of a line on a map. Until the employers are operating, it is a project.

Chandigarh, Mohali, and Panchkula are a planned tricity with colleges and services campuses, within reach of Delhi and not a substitute for it. Jaipur and Indore are state capitals where governments have promoted technology parks. The test is whether the tenant is a captive centre, a government office, or a company that sells outside the state. Those are different ecosystems wearing the same architecture.

Kolkata is the opposite of a new park. It is an old commercial capital with universities, a port, and a thinner layer of outside venture capital than the western and southern metros. Cost can be an advantage. A missing customer or a missing fund is not cured by cost.

It will not add a city because a conference was held there. It will not score states. A reader who needs a city that is not named should apply the same test: which function is local, which function is still imported from Mumbai, Bengaluru, or Delhi, and which statute actually applies. The six city briefs and the sector briefs are the rest of the architecture.
